Ricky Montgomery had just graduated high school in June 1976 and was enjoying life as an 18-year-old teenager. He was hired by the Dawson City Police Force, and after graduating from police college he was assigned to work as an undercover operative in a motorcycle gang.
Ricky, although happy, was struggling living his double life as a cop and biker. Then it happened: during a biker war, Ricky's life was saved by agents from the World Council (TWC). TWC was created by the world's leaders to prevent manmade disasters from happening and to liaise with aliens who have been monitoring mankind for hundreds of years. TWC's mandate, with the assistance of aliens, is to ensure mankind's continued existence.
TWC is a highly secretive organization, whose agents have the ability to travel through time, to change history, and to take lives to save lives. Ricky becomes a TWC agent and discovers that TWC's command staff is making unethical decisions, hiding secrets about aliens and trying to reduce the world's population through biological warfare. Ricky teams up with other agents and tries to save mankind and the world from disaster.

Irene reached over and held onto my hand. “Listen Rick, I know you must be overwhelmed with everything but let me try to explain everything to you. Please don't ask me any questions until I’m finished explaining everything.” Irene took a deep breath and started explaining in a calm voice, “In the last 100 years technology has advanced at a rapid rate, to the point that time travel is now possible. When you jumped through that window and walked down that corridor through that round opening, you went from the year 1979 to the year 2079.”
“What the fuck?” I whispered.
“Hold on, let me explain. For hundreds of years, there were reported sightings of Unidentified Flying Objects (UFO’s) around the world. There were some intentional and none intentional contact between these aliens and humans. When one of their spaceships crashed in the 1950’s in the United States they attempted to recover the remains of their pilots and made initial contact with humans. In the late 1960's to the 1980's, with the threat of nuclear weapons being used and the world’s environment deteriorating, to save mankind, the world’s leaders created The World Council (TWC). TWC is a highly secretive Agency and its mandate is to ensure the continued existence of mankind and the planet. Part of the mandate is to liaison with our alien associates.”
Mind blowing as this seemed she was just getting started. “TWC was divided into Divisions based on geography. TWC is a self-sustainable Corporation employing hundreds of people from around the world. The smartest scientists, mechanics, engineers and computer experts have been recruited into TWC. Over time and the collection of massive amounts of data, self analyzing computers were developed, and technology continued to develop itself under the guidance of engineers and scientists.
“About 10 years ago in our time period in the year 2069, with the assistance of our alien friends, TWC developed the ability to have people travel through time. It’s still a really new process but we can travel back in time and prevent certain tragic events such as nuclear accidents and terrorist attacks to save lives and in certain situations take lives. We have coordinators researching people’s family trees, reviewing historical events and evaluating how our actions may affect society in the future. We want to save and protect society, save mankind from self-destruction and save the planet.
“Every time we travel back in time and take any type of action there is always a reaction that changes history. For example, think of a historical event like a major train derailment that kills thousands of people in a populated area. The train derailment is also an ecological disaster that affects the world’s environment. Our researchers and assignment coordinators can research how the disaster happened and we can deploy agents to try to prevent the disaster from happening.”
“Unfortunately, we do not have enough resources or technology to prevent all man-made disasters from occurring. We can’t stop wars, massive numbers of deaths from happening or prevent deadly diseases from killing people. We also can’t interfere with any weather-related disasters.”
